The Director of the University Clinical Center Tuzla, Prof. Dr. Šekib Umihanić, and the Minister of Health, Dr. Dušanka Bećirović, have signed an Agreement on Financing a Portion of the 2025 Investment Program for the Public Health Institution University Clinical Center Tuzla. The total value of the program amounts to 26,184,600.00 KM and is aimed at maintaining established standards while enhancing the quality of healthcare services.
As outlined in the agreement, the allocated funds will be used to co-finance the procurement of medical equipment, service provisions, and construction works in 2025. The funding aligns with the Decision on Criteria for Ensuring Standards for Investment and Maintenance, supporting both investment and ongoing maintenance projects, as well as the digitalization of healthcare services. Additionally, it facilitates the exercise of founding rights over hospital public health institutions that are founded or co-founded by Tuzla Canton in 2025.
The most significant equipment investments from the approved funds include:

3 Tesla MRI scanner – valued at over 5 million KM

SPECT CT scanner – approximately 2.5 million KM

Two angiography suites – totaling 5 million KM

EKC extracorporeal circulation device – just over 1 million KM

ESWL lithotripter – 1.2 million KM

Surgical table with lamp – around 1.1 million KM

64-slice CT scanner – approximately 1.2 million KM
For the adaptation and reconstruction of facilities to accommodate this equipment, an estimated 2.7 million KM has been allocated. Key projects include:

Electrical installations and lighting – equipment, assemblies, and materials worth 727,000 KM

Bathroom renovation in the Internal Clinic building – 380,000 KM
-
Adaptation and reconstruction of space for the Digestor device (central dissolution of cytostatics) – 200,000 KM
Additionally, the procurement of hospital bed linen is planned, with an allocated budget of 365,040 KM.
Expressing gratitude to the Government of Tuzla Canton for the allocated funds, Director Prof. Dr. Umihanić emphasized that the approved investments will significantly enhance medical services across the region.
“These are record-breaking amounts. No government has ever allocated this level of funding to the Clinical Center. This demonstrates a strong commitment to strengthening our institution’s capacities and advancing the healthcare system of Tuzla Canton as a whole.”
Regarding capital investments, Director Umihanić announced plans for the construction of solar panels, specifically a photovoltaic power plant, which will be installed on the flat roofs of Clinical Cener Tuzla buildings. The main project is already in progress, and installation will begin soon, marking a step toward decarbonization.
In addressing emergency care, plans are underway to establish a dedicated emergency center. The main project will be developed using existing funds, while additional resources will be secured for its construction.
Further capital investments include the renovation of the hospital laundry facility and the modernization of its equipment. In addition, efforts will be made to address infrastructure adaptations and equipment procurement, prioritizing the most urgent needs.
“Beyond these major projects, we will also tackle specific challenges by adapting spaces and acquiring essential equipment, ensuring continuous improvements in patient care,” concluded Director Umihanić.
The Prime Minister of Tuzla Canton, Irfan Halilagić, highlighted in his address that over the past three years, the Government of Tuzla Canton has allocated a total of approximately 50 million KM to the University Clinical Center Tuzla.
“With previous investments of around 20 million KM and the additional 26 million KM we are allocating today, I can confidently say that this represents the largest financial investment in Clinical Center Tuzla in the past 30 years.”
Minister of Health, Dušanka Bećirović, reaffirmed the Government of Tuzla Canton and the Ministry of Health’s ongoing commitment to supporting University Clinical Center Tuzla, stating that they will continue to be a key partner in future development projects.
